A motion was made by Councilwoman Abrial and seconded by Councilman Scouten to approve the reports as a whole.

NOCCOG:
John Healt of NOCCOG went over the monthly announcements.
BUCKHORN: They are finishing up the paperwork.
WATER: There will be another bond resolution in September.
OLD BUSINESS BOARD:
• Comprehensive Plan – Kickoff meeting: A contract was signed with LaBella Associates. They have a satellite office in Watertown but are based in Rochester. The Committee will be having a kickoff meeting Mid-Late September.
• Fall Expo update: Supervisor Entwistle gave the list of vendors. The EXPO is being held at the Forestport Town Hall on September 27th from 10am-2pm.
• Bower Road update: Residents gave an update. They believe they are running a business out of the property and were wondering if that could be investigated. Councilman Scouten, Councilwoman Kardash and Supervisor Entwistle have been driving down the road to check it out. The Supervisor has requested calls from 911 over the last 6 months. Dave Ultsch, from the gallery asked if child services were called and asked what happened. Supervisor Entwistle stated this is to rid neighborhoods of a nuisance that is well documented when law enforcement cannot alleviate the situation. Everyone can enforce this through the Codes Officer. As long as documentation can be documented and they fill out a deposition, they can enforce it.
NEW BUSINESS BOARD:
• BAR reappointment for Dave Sweeney:
A motion was made by Councilwoman Kardash and seconded by Councilwoman Abrial to re-appoint David Sweeney as a Board of Assessment Review Member.

• Afterschool Art Club: The Club will be Tuesday-Thursday from 3pm-6pm following the school schedule. The cost is $25 for art supplies. Supervisor Entwistle mentioned Ashley Galligan did a great job with Summer Recreation and she is excited about the Art program.
• Camp Nazareth thank you: Supervisor Entwistle read a card from a child that attended Camp Nazareth this year.
• Liaison appointment to STAR Ambulance Board: Bob Whitehead is changing his role from Liaison to President for StaR Ambulance.
A motion was made by Councilwoman Abrial and seconded by Councilman Scouten to appoint Mike Lorusso as the new Liaison.

• STAR contract negotiations: Joe Smith the Supervisor in the Town of Trenton is going to put something together in late August- early September.
• Budget Season:
A motion was made by Councilwoman Kardash and seconded by Councilwoman Abrial to schedule the Budget workshops for October 2, 2023, and October 3, 2023, at 6:00 PM at the Forestport Town Hall.

• Garramone’s Liquor License Renewal: Garramone’s liquor license is up for renewal, and they have to notify the local municipality. Supervisor Entwistle will let them know the Town Board has no issue with it.
EXECUTIVE SESSION:
A motion was made by Councilwoman Kardash and seconded by Councilwoman Abrial to enter into Executive Session to discuss Personnel Matters.

The Board returned from Executive Session at 6:58 with action taken.
A motion was made by Councilman Scouten and seconded by Councilwoman Abrial to appoint Laurie Fessler to the Planning Board of Appeals and Carl Thomas to the Planning Board of Appeals in January.
