CALL TO ORDER:
The meeting was called to order at 6:30 pm by Supervisor Entwistle.
TOWN CLERK MINUTES:
A motion was made by Councilwoman Kardash and seconded by Councilman Scouten to accept the minutes from the June 20, 2022, Water District #1 Meeting.

ABSTRACTS:
A motion was made by Councilwoman Verschneider and seconded by Councilwoman Kardash to pay Abstract #7– Vouchers #85- #98 in the amount of $37,204.15.

WATER REPORT:
A motion was made by Councilwoman Abrial and seconded by Councilman Scouten to accept the monthly water report.

OLD BUSINESS:
• Buckhorn Update: Buckhorn voted as an Association to move forward with an $18,000 budget. It will be $410/ year per household. Jack Dodson is doing the map study for free. The Buckhorn Association has $4,500 in reserve for water purposes, and they will be using that towards Bond Counsel fees. The Town will have control of the wellhouse and pump. The homeowners would like to maintain access to the waterfront, so there will need to be an easement. The easements and agreements should be done before winter.
Supervisor Entwistle stated there are many grants out there. After the Water District is created, he would like to look for grants for a new roof on the wellhouse, counter and an Omni System. The Omni System calls the Water Operator when there is an issue.
• Water District Operator: Ted Daktor is retiring at the end of December and the Town has been looking for a replacement. There is an application from Glenn Ballard. He does not have certification but is willing to get the certification. The Town Board will continue taking applications until the next Board meeting. If there are no further applicants, Glenn will start January 1st.
NEW BUSINESS:
• Bond Agreement for Buckhorn:
A motion was made by Councilman Scouten and seconded by Councilwoman Abrial to schedule a Special Meeting July 27, 2022, at 4:30PM regarding the Buckhorn Water District.

• Survey Estimate for Buckhorn: There is an estimate from Andy Bailey, of LaFave White & McGivern for $2,500 for the survey of the Water District. There is ARPA money the Town has and there are only certain things it can be used for. Supervisor Entwistle suggested using $2,500 of the ARPA money to pay for the survey.
A motion was made by Councilwoman Abrial and seconded by Councilwoman Verschneider to pay for the $2,500 estimate, not to exceed that amount from Andy Bailey for the survey.
