A motion was made by Councilman Scouten and seconded by Councilwoman Kardash to pay Abstract #10, Vouchers #129- #139 in the amount of $1,507.56

BUCKHORN WATER:
A motion was made by Councilwoman Verschneider and seconded by Councilwoman Kardash to pay Abstract #10, Vouchers #39- # 40 in the amount of $136.87.

SEWER DISTRICT #1:
A motion was made by Councilman Scouten and seconded by Councilwoman Verschneider to pay Abstract #10, Vouchers #71- #76 in the amount of $10,460.48.

A motion was made by Councilwoman Verschneider and seconded by Councilwoman Kardash to pay Abstract #10, Vouchers #512- #555 in the amount of $21,191.79.

A motion was made by Councilman Scouten and seconded by Councilwoman Verschneider to approve the reports as a whole.

Councilwoman Kardash stated there hasn’t been a Codes report in awhile. Supervisor Entwistle read off the codes numbers.
NOCCOG:
Lisa Bellinger of NOCCOG went over the monthly announcements.
OLD BUSINESS BOARD:
• Budget Hearing- November 1, 2023, at 6:30PM at the Town Hall. General town tax is .20 cents /1,000, Highway .87cents /1,000, Fire .92cents /1,000 and Ambulance .31 cents/1,000. It is 4 cents more than last year.
A motion was made by Councilwoman Kardash and seconded by Councilman Scouten to accept the Preliminary Budget.

Town Clerk, Tracy Terry let the Board know she has a letter for them.
• StaR Ambulance negotiations: It seems like everyone is on the same page right now.
• Fall EXPO: Supervisor Entwistle stated Tracy did a great job with the EXPO. There were over 100 people in attendance. Supervisor Entwistle said she is going to try doing a little community outreach with some organizations.
A motion was made by Councilman Scouten and seconded by Councilwoman Kardash to allow Tracy Terry, the Town Clerk do community outreach.

Councilwoman Verschneider stated the gym will not be available. Supervisor Entwistle stated they are using the gym for HEAP applications.
• Senior Trip: The Senior Trip was to the Tughill winery. Everyone who went had a great time.
• Salt Use: The Highway Department is hauling the same amount of sand as they did last year.
• Kincaid Road Bridge: Bill fixed the roadway, but the DEC was still concerned with the washout under the bridge. They are going to flush out the plans to address it in the spring.
• Comprehensive Master Plan kickoff meeting: This is tomorrow night at 6:30. People can join with the link online or in person.
NEW BUSINESS BOARD:
• Ryan Salmon
A motion was made by Councilman Scouten and seconded by Councilman Kardash to accept Ryan Salmon’s resignation.

• Senior Christmas Party- It is not announced yet.
• Bookkeeper Position available: There is a position available.
• Preliminary Budget Presentation: The Preliminary budget was presented, and the Public Hearing is scheduled for November 1, 2023 at 6:30PM
• Round Lake Road Bridge: Barton & Loguidice is in the design phase of the Round Lake Road Bridge.
• Fire Inspections for local businesses: Tony and Supervisor Entwistle are inquiring about having Joe Rowlands do the fire inspections for the businesses for a fee. The town could do it for $100. Currently there isn’t a fee.
NEW BUSINESS PUBLIC:
• Dave Ultsch, from the Gallery, asked if members of the Planning Board are allowed to discuss Planning Board business with the Town Attorney. Supervisor Entwistle stated they can call or email the town attorney.
• A volunteer from New York Citizen’s Audit gave a presentation.
A motion was made by Councilwoman Verschneider and seconded by Councilman Kardash to accept the following Resolution #5
