CALL TO ORDER:
The meeting was called to order at 6:43 PM by Supervisor Entwistle.
BUDGET AMENDMENTS:
GENERAL:
A motion was made by Councilwoman Verschneider and seconded by Councilwoman Kardash to approve the following budget amendments:

A motion was made by Councilwoman Verschneider and seconded by Councilwoman Abrial to pay Abstract #8, Vouchers #419- #469 in the amount of $33,095.83.

$168,000.00 is CHIPS money used to pave the roads. CHIPS is money the State gives Counties and Towns to take care of the roads.

Lisa Bellinger, of NOCCOG went over the announcements.
OLD BUSINESS BOARD
• Alder Creek Solar Update: David Holly gave a brief update. They have reached a couple hiccups with a couple of landowners. The project is a 2026 COD. A Town Ordinance letter is three months away. Discussion on taxes and a PILOT Agreement will be 3-4 months out. The Town of Forestport will be banding with the Town of Boonville and the School District. Another Open House will be around September or October. The Summer Grant cycle has just wrapped up. Grants were given to The Woodgate Library, Dodge Pratt, and Camp Woodlot.
• Highway Negotiations: They are looking to change the health insurance. It will be a decrease for the Town and the employees. The next meeting is set for September 13, 2022, at 5P.M.
• Round Lake Project: They had a kickoff last week. Bids will be put out in the fourth quarter.
• White Lake Sign: Supervisor Entwistle thanked Pete Webster for the new sign and for doing a fantastic job.
• Master Plan: The Master Plan is with the State at the time. The next meeting will be scheduled with the go ahead from Jen, the Grant writer once the funding from NYS is complete.
NEW BUSINESS BOARD:
• Poll site for elections: August 23, 2022, is the Primary. All voting will take place in Forestport at the Town Hall. There will be no voting in Woodgate for the Primary on August 23rd. Supervisor Entwistle heard this may be a permanent thing, not just Forestport but other towns as well. He sent letters to our Chairman of the Legislators Board, our Legislators, County Executive, and Board of Election stating this is a terrible idea for Forestport because of the senior population and the geographical area. The Executive’s office responded and stated they do not have jurisdiction for the Board of Elections. He spoke with the Board of Elections, and it will be like this for the Primary and probably the General Election. He has asked them to see the total of those voting. There are 360 voters in Woodgate and 800 in the Town of Forestport.
• Woodhull Bridge: There was graffiti under the bridge. Mark Laramie and Rick O’Meara for cleaning up the graffiti quickly.
• Code Enforcement Laws: There are a couple Local Laws that are mandatory. This is tabled temporarily.
• Town Audits: The Tax Collector, Town Clerk and Justice audits have been done and everything is in order. They are viewable in the Town Clerk’s office.
• Truck Bond: They would be bonding for $ 200,383.52 at 3.5% per year. Payments start January 2023.
A motion was made by Councilman Scouten and seconded by Councilwoman Kardash to schedule a Public Hearing September 21, 2022, at 6:15 for a Bond Anticipation note for a 2022 Highway Truck.

• Beechwood Cemetery: People from the public are having issues with conducting business. John Jones has been doing pro bono work for the cemetery. Jim and Matt emptied the garbage barrels and chopped up sticks. Someone from Snowbird Lake is mowing the Cemetery regularly and getting paid for it. Supervisor Entwistle would like to have a Special Meeting, including the current Cemetery Board Members to get the checking account and maps figured out.
A motion was made by Councilwoman Kardash and seconded by Councilwoman Verschneider to schedule a Special Meeting, September 13, 2022, at 3:00 P.M. to discuss Beechwood Cemetery.

• Woodhull Road: Councilwoman Verschneider stated a bump on Woodhull Road is getting worse. Supervisor Entwistle stated it is a county road and he will let them know.
• Bike Rack on Dutch Hill Playground: Supervisor Entwistle thanked Wilcor, the Corrigan Family and Chris St. John for the donation of the bike rack on Dutch Hill playground area.
