NOTICE OF ADOPTION OF ORDER CALLING A PUBLIC HEARING
ON THE ESTABLISHMENT OF
BUCKHORN WATER DISTRICT OF THE TOWN OF FORESTPORT
PLEASE TAKE NOTICE that the Town Board of the Town of Forestport, Oneida County, New York on the 27th day of July, 2022, duly adopted the Order published herewith calling a Public Hearing on the establishment of a proposed water district in said Town to be known as “Buckhorn Water District” to be held at the Woodgate Fire Hall, in Woodgate, New York on August 17, 2022 at 6:15 P.M., Prevailing Time.
Said capital project for said District and the establishment thereof has been determined to be a Type II Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act (“SEQRA”), the implementation of which as proposed, as such the Town Board has determined will not result in any significant adverse environmental effects. SEQRA compliance documentation is available on file in the office of the Town Clerk where it may be inspected by appointment during normal office hours; and

CALL TO ORDER:
The meeting was called to order at 6:30 pm by Supervisor Entwistle. Supervisor Entwistle read the legal notice aloud.
PUBLIC COMMENT:
• A gentleman from the gallery thanked the Town Board. Supervisor Entwistle stated this was his first time creating a District and it has gone pretty smoothly.
• The Preliminary survey has been done with the 100 feet sketch around the wellhouse with an easement the community will retain ownership of, but the town will have rights to. Andy is in the process of stamping the survey and making it official. Jessica is writing up the paperwork. The easement paperwork will have some language to use the property but can’t damage their own water with a release. All homeowners will sign a release.
• Carl, from the gallery stated he is not part of the Association, but the previous homeowners were. He stated there is an active water supply line on his property that was never sealed. He does not plan on signing a release. Supervisor Entwistle stated if there is an issue, the Town will dig it up and cap it there so there would be no need for a release.
• The paperwork should be drafted a week before the September meeting, so everyone has a chance to review it. The creation and possession should be done by the September meeting.
• The grant writer will be looking for grants. The meter doesn’t seem to work properly, new roof and have an omni system put in. The Omni System alerts the Water and Sewer Operator when there is an issue before there is a major catastrophe.
• Supervisor Entwistle asked the Association to think about how they want to be billed. The Sewer District is sent a payment book at the beginning of the year for the year.

A motion was made by Councilwoman Kardash and seconded by Councilwoman Abrial to adjourn the meeting.
