Lisa Bellinger, of NOCCOG went over the announcements.
OLD BUSINESS BOARD:
• Lifetime Benefit Solutions: All the Highway workers are enrolled, and they should be receiving their cards momentarily.
• Kraeger Variance: Supervisor Entwistle went over the five factors for a variance.

A motion was made by Councilwoman Verschneider and seconded by Councilwoman Kardash to approve the Kraeger variance.

• Beechwood Cemetery: Supervisor explained the Beechwood Cemetery Association Board is down to one surviving member. The Town Board is helping them create a new Board, so it does not become an abandoned cemetery which the Town would have to take over.. There is a public meeting for lot owners on February 15, 2023, at 6:00P.M. Supervisor Entwistle is accepting nominations until February 10th by mail or email. If there are not enough lot owners to vote, the Town Board will appoint the Trustees for the first year.
• Master Plan: The Town has received the signed contract from the Department of State. The Master Plan Committee will be choosing a Consulting Company for marketing for every property owner, not just residents. Supervisor Entwistle stated the key piece is making sure everyone responds. As they move along with the Master Plan process, there will be informational meetings for the public. The Town has received a $30,000 grant towards consultants and mailings.

NEW BUSINESS BOARD:

• Forestport Fire Cancer Insurance: Supervisor Entwistle read a letter aloud from Mr. Schuler asking the town to cover half of their cancer insurance in the amount of $720.00.
A motion was made by Councilman Scouten and seconded by Councilwoman Verschneider to pay half of the Forestport Fire Cancer insurance in the amount of $720.00.

• Planning Board Vacancy: There is an ad advertised in the Boonville Herald for a Planning Board seat. The deadline is February 6th. Supervisor Entwistle has received two applications.
• SRL/Fee Schedule Updates: Supervisor Entwistle stated there is a minor change to the fee schedule that he is in discussion with the Planning Board about.
• Local Law: There is a State Law to provide a tax exemption to Firefighters and Ambulance workers. Supervisor Entwistle went over the stipulations. Someone from the gallery asked if they have an irrevocable trust if they are eligible. Another question asked was, if they get the tax credit, can they also receive the tax exemption. Supervisor Entwistle will be asking the Attorney.

A motion was made by Councilman Scouten and seconded by Councilwoman Kardash to schedule a Public Hearing regarding Local Law #1 of 2023, on March 15, 2023, at 6:15P.M.

• James Allison: Mr. Allison came to the Town Board in the Spring of last year for an area variance. The Town Board granted the variance and it was contested due to issues on the town’s end, and the variance was voided.
A motion was made by Councilwoman Kardash and seconded by Councilwoman Verschneider to schedule an Area Variance Hearing for James Allison, February 15, 2023, at 6:15P.M.

NEW BUSINESS PUBLIC:
• Trackside Blazers: Ron Davies, President of Trackside Blazers gave a printout of the counters for December, which has the number of snowmobilers. Supervisor Entwistle stated it will help when they are applying for grants.
• A woman from the gallery stated she and her husband are on the corner of North Lake Road and Kincaid Road and Tony suggested she attend the Board meeting to ask permission to have chickens and pigs with a farmstand. Supervisor Entwistle told her she would have to follow Cornell’s guidelines and there would need to be fencing. If it is a little stand on the honor system, there are no issues.

LEGAL NOTICE:
NOTICE IS HEREBY GIVEN that the Town Board of the Town of Forestport will be holding an Area Variance Hearing on January 18, 2023, at 6:15 PM at the Forestport Town Hall, 10275 Rt. 28, Forestport, NY. The Area Variance Hearing is being held to review and accept public comments on an application from Wesley and Amy Kraeger for a new construction residence on a non-conforming lot with a side setback less than ten feet. An approximate 0.25 +/- acre of land, tax map no. 85.004-1-18, located at 11252 O’Brien Road, Remsen, N.Y, 13438. BY ORDER OF THE TOWN BOARD.
PUBLIC COMMMENTS:
Supervisor Entwistle stated they are demoing by Ebert’s Bridge. The side porch is 7’ from the sideline and adding another deck, 8’ from the side deck.

Organizational Meeting- January 3, 2023

CALL TO ORDER:
Supervisor Entwistle called the meeting to order at 6:00 pm with the Pledge of Allegiance.

LETTERS OF REAPPOINTMENT:
There were no letters of reappointment given.

APPOINTMENTS FOR 2022:

• Supervisor Entwistle stated all the appointments were the same as last year, except the Water and Sewer Operator is Glenn Ballard and Sandy Pascucci is the new Town Historian.

TOWN OF FORESTPORT PROCUREMENT POLICY: This is the same as last year.

TOWN OF FORESTPORT CREDIT CARD POLICY: This is the same as last year.

TOWN OF FORESTPORT INVESTMENT POLICY: This is the same as last year.

TOWN OF FORESTPORT SEXUAL HARASSMENT POLICY: This is the same as last year.

TOWN OF FORESTPORT WORKPLACE VIOLENCE POLICY: This is the same as last year.

TOWN OF FORESTPORT CODE OF CONDUCT FOR PUBLIC MEETINGS: This is the same as last year.

REMOTE PARTICIPATION POLICY: This is a new policy.
• Supervisor Entwistle stated anyone from the Town Board or Planning Board can attend the meeting remotely if they are prevented from attending due to sickness or are away. The Boards have to have a quorum physically present to do so. If Supervisor Entwistle attends remotely, one of his deputies will preside over the meeting.

WORKPLACE VIOLENCE AND PREVENTION POLICY: This policy was made last year.

SEXUAL HARASSMENT POLICY: This policy was made last year.

TRAVEL POLICY: This is the same as last year.

CODE OF ETHICS: This is the same as last year.

GENERAL RULES:
• Mileage rate is .56 cents a mile.
• Everything else is pretty much the same. The Board is adding Buckhorn to the meeting regimen.

2023 EMPLOYEE BENEFITS/OFFICIAL HOLIDAYS
Everything is the same as last year, except Juneteenth was added as a Federal Holiday.

TOWN BOARD AND PLANNING BOARD MEETING DATES 2023:
The Town Board meetings are the third Wednesday of every month, with January through April, November and December at the Town Hall, May, June and July in Otter Lake and August, September and October in Woodgate. The Planning Board meetings are all held at the Town Hall the second Wednesday of the month.
Councilwoman Verschneider asked why meetings are at the Fire Departments. Supervisor Entwistle stated one meeting was always held in Woodgate and Otter Lake to encourage attendance from the entire town. Supervisor Entwistle stated when he began his term, he changed it to a couple at each one. Councilwoman Abrial said the attendance does change.

A motion was made by Councilman Scouten and seconded by Councilwoman Kardash to approve the Policies, General Rules, Code of Ethics, Official holidays, Town Board meetings and Planning Board Meetings as a whole.

Supervisor Entwistle let the Board know he received a note from Gerry Ritter. She will not be continuing as a Planning Board Member due to personal issues. He thanked her for her time for all the years she has been with the town. An ad has been placed for the position with a cut off date of February 6th. Councilwoman Verschneider stated there was an application from Steve Addison and Supervisor Entwistle stated he had another one as well.

The meeting was called to order at 10:00 am by Supervisor Entwistle. The Pledge of Allegiance was recited. The legal notice was read aloud. Supervisor Entwistle wanted to recognize those who have passed with a moment of silence. Kathy Schmelzle was the Town Clerk for many years. Richard Pfendler worked at the Highway Department.  Mike Ingersoll was the son of Joan Ingersoll who held many Town positions over the years. Bob Youngberg, a community member that was loved by many.

LEGAL NOTICE:
NOTICE IS HEREBY GIVEN that the Town Board of the Town of Forestport will be holding an Area Variance Hearing on December 21, 2022, at 6:15 PM at the Forestport Town Hall, 10275 Rt. 28, Forestport, NY. The Area Variance Hearing is being held to review and accept public comments on an application from Jeff and Linda Compoli for a shed on a non-conforming lot with a side setback less than ten feet. An approximate 0.4 +/- acre parcel of land, tax map no. 13.004-2-36, located at 1436 Bear Creek Road, Woodgate, N.Y, 13494. BY ORDER OF THE TOWN BOARD.

PUBLIC COMMMENTS:
• Supervisor Entwistle asked Mr. Compoli if he had a survey. Mr. Compoli was given a map from the Oneida County Clerk’s Office showing the lot. He stated in 1989-1999 his neighbor had put an addition on within 3 feet of the line. There was a variance that was accepted by the Town of Forestport.

OLD BUSINESS:
• Buckhorn Updates: The Town is waiting on the Attorney to submit the releases to the landowners. Tracy, the Town Clerk has spoken with the Attorney’s Clerk for the last three weeks. Once this is complete, Al and Supervisor Entwistle will sign the paperwork. The Town is taking care of it now but will officially be taking care of it January 1st. Jim is making a list of things that need to be upgraded, such as a secondary heat source, new roof. Jen, the Grant writer will be looking for grants.
• Training for Glenn Ballard: Supervisor Entwistle thanked Ted for his many years of service. Glenn Ballard will be his replacement. Supervisor Entwistle spoke with the individual that maintains the Water and Sewer in Boonville about helping Glenn, but he is not certified for water, only for sewer. Supervisor Entwistle thinks they will have to pay Ted until the end of January on and off to help Glenn. He has been making the rounds with Ted and Jim.

CALL TO ORDER:
The meeting was called to order at 6:35 pm by Supervisor Entwistle
TOWN CLERK MINUTES:
A motion was made by Councilman and seconded by Councilwoman to accept the minutes from the November 16, 2022, Special Sewer District #1 Meeting.
5 ayes/ 0 nays/0 abstain/0 absent MOTION CARRIED
BUDGET AMENDMENTS:

A motion was made by Councilman Scouten and seconded by Councilwoman Verschneider to approve the budget amendments.
5 ayes/ 0 nays/0 absent MOTION CARRIED
ABSTRACTS:
A motion was made by Councilwoman Abrial and seconded by Councilwoman Verschneider to pay Abstract #12– Vouchers #81- #87 in the amount of $7,000.81.

SEWER REPORT:
A motion was made by Councilwoman Abrial and seconded by Councilman Scouten to accept the monthly sewer report.

OLD BUSINESS:
• Sewer Project Update: Sewer rate increases have gone into effect, and they are waiting for the construction schedule for the Spring.
