The Board had previously reviewed the information regarding the requested Subdivision, and could find no opposition to it. However, the County 239 had not yet been received, so it was proposed that the subdivision be approved pending approval of the 239 from the County. (Thomas/Fessler)

NOCCOG: There were no representatives from NOCCOG in attendance.

SEWER:
• The town is working on a reimbursement request.
OLD BUSINESS BOARD:
• Summer Recreation: There are 20 children signed up for Summer Recreation. They will be attending the splash pad tomorrow.
• Highway Truck: Highway Superintendent, Bill Gardner picked up the truck yesterday with Adam. The old truck will be brought to Scouten’s to have some work done. Once the work is done and the lettering is off the truck, the truck will be put on Auctions International.
• Town Road Map: Taylor McKinney added roads that were missing from the new town road map, and it was sent to the Highway Superintendent, Bill Gardner. He approved the map. They will print a big map.
• Local Code Concerns: Residents raised concerns over property on Woodhull Road last month. The Code Enforcement officer looked at the properties and he stated there were no codes violations. The owners are keeping up with the lawns now.

NEW BUSINESS BOARD:
• Purple Heart Parking: Tracy, the Town Clerk put in for some Purple Heart parking signs for the Town Hall and Jim, the Maintenance worker put them up.
• Senior Recreation Trip: Councilwoman Verschneider said they had a nice senior trip. Supervisor Entwistle stated the coach buses aren’t used because it cuts into the trip funding.
• Woodhull Flower Garden:. The flower boxes are up and Supervisor Entwistle thanks Laurie Fessler, from the Gallery, for planting the perennial flowers.
 Laurie Fessler asked about talking to the neighbors about a fence being put up.
 Supervisor Entwistle stated he has spoken with Jim about watering the flower gardens. Laurie asked if they could move the picnic tables when they mow because the grass is pretty long.

NEW BUSINESS PUBLIC:
• MaryAnn Rubyor, from the Gallery stated it was brought to her attention the board was considering giving health insurance to Part Time employees. She stated she didn’t agree with that because in other jobs, people have to work 35 hours a week or more. Supervisor Entwistle stated this conversation has been ongoing and they haven’t spoken with the individual yet. He stated it is for the position, not the person because that position has always been a Full-Time position but is not at the moment. They are not hourly either. Discussion took place.
• Laurie Fessler, from the Gallery asked about putting flags over the Hometown Heroes banners when the town does them next year. She said it makes them stand out more and look very nice.
 Laurie asked about the boat wash signage for boat launches. Councilman Scouten stated he would find out if that could be allowed since it is on private property. Supervisor Entwistle stated a local Lake Association is placing an ad in the Adirondack express for the entire summer to promote the boat wash station. Pete Webster will be putting two signs up as well underneath the DOT boat wash sign. Mona Lincoln, from the Gallery suggested having it placed on the website. Councilman Addison said yes.
 Laurie inquired as to why the summer maintenance helpers pay was lower than other positions. Discussion took place.
 Laurie asked about Nancy Kardash still working at the Highway Department? Nancy has always been the Highway Liaison and she offered to be the Highway Clerk for 12 hours/week. She is going to stay there until Bill is done. When he is done the new Superintendent will be responsible for the paperwork, retirement and wages.

JULY MEETING

Meeting was called to order at 6:45 pm; Minutes of the June meeting were approved on motion by Thomas/Fessler.

Board agreed that request met the necessary requirements, and subdivision request was granted.

Road frontage as laid out is smaller than required. Board reviewed maps/ information and scheduled a Public Hearing for August 21. A 239 has been requested from County Planning.

The Board is interested in researching the possibilities of streamlining the Appeals process.

The meeting was called to order at 8:15AM pm by Supervisor Entwistle. Supervisor Entwistle read the legal notice aloud.


NOTICE IS HEREBY GIVEN that the Town Board of the Town of Forestport will be holding a Special Meeting on June 26, 2024, at 8:15AM at the Forestport Town Hall, 10275 State Route 28, Forestport, NY. The Special Meeting is being held to amend the Bridge NY resolution previously passed at the June 20, 2024, Town Board meeting. Voting will take place.

BOARD COMMENTS:
Supervisor Entwistle explained the amount was $97,170 and needed to be $102, 600.
A motion was made by Councilman Addison and seconded by Councilman Scouten to approve the following resolution for Bridge NY, amending resolution #6 of 2023.

NOCCOG: John Healt presented the monthly announcements.

OLD BUSINESS BOARD:
• Summer Recreation: The town is seeking an Assistant for the Summer Recreation Program. If they are not CPR/First Aid certified, the town will get them trained. They have to be 16 years of age or older.
• Phones: All the phones at the Highway Town Barn and Town Hall are switched over. There will be an approximate savings if 53% on the phone bill.
• FuelMaster: FuelMaster system has been installed. The hardware was adjusted the other day. Supervisor Entwistle is already trained on how to use it and will be training Nancy and Councilman Addison as well.
• Highway Employees Contract Amendment: This is tabled as the Board is waiting to hear back from the Union Rep.
• Highway Truck: The town is purchasing a one-ton pick-up to replace the 2011. There is a quote for 2024 truck for $71,000. The truck retails for $96,000.
A motion was made by Councilwoman Verschneider and seconded by Councilman Addison to approve the purchase of the 2024 3500 Chevrolet one ton pickup for the Highway Department.

• Haun Tank Rentals: Supervisor Entwistle did some research and last year the cost was was $2,465 to Haun (rentals, exchanging tanks and fill ups) They always have rented because if a tank exploded and the highway barn burned down, the liability would fall to Haun, not the town. Supervisor Entwistle will be checking on the pricing.
• Bridge NY Resolution- Round Lake Road over Long Lake Outlet: Supervisor Entwistle read the following Resolution aloud:



A motion was made by Councilwoman Abrial and seconded by Councilman Scouten to approve the following resolution for Bridge NY, amending resolution #6 of 2023.

• Boat Wash Station: They are having staffing issues. Workers have to be 18 or above and the pay is $20/hour.
NEW BUSINESS BOARD:
• Andy Bailey: Andy Bailey was at the Planning Board meeting last week and it has been approved by the Planning Board. Chad Burdick and his daughter live at Pond Ave. Tom Althoff bought land at one point and sold some to the Town of Forestport. Chad had a map from 1987 including land that should have been included in the two parcels. They are looking for the town to file a Quitclaim Deed. The parcel is .17 acres. It will be a Parcel Line Adjustment. Andy Bailey will file everything and bring it to the Town Attorney, Jessica Young.
A motion was made by Councilman Scouten and seconded by Councilwoman Verschneider to approve the Quit Claim Deed for the Parcel Line Adjustment for Chad Burdick and his daughter on Pond Ave.

• Dawn’s Retirement: Supervisor Entwistle stated Dawn’s last day was May 31st . Jeff LeBuis and Vicky Palen are her replacements and Supervisor Entwistle welcomed them.

• Hometown Heroes Banners: The town was trying to participate in the Hometown Heroes Banners. The company they contracted with were amiss in their duties. The town will be getting a refund and anyone who participated he would like to offer them a refund or allow them to use it towards the banners next year as the town will be using O’Connor Printing.
• Resolution: Mobile Home replacement Program (MMHR) : Supervisor Entwistle read the following Resolution aloud:

• Draft Resolution: A draft Resolution will be emailed to the Town Board by Supervisor Entwistle. The Bookkeeper Position is moving into a salaried position. In the Employee Handbook, it has eligibility for insurance as an elected official making a minimum of $10,000 a year or 35 hour/week Full Time Employee. Supervisor Entwistle proposed since the Bookkeeper position has always been a Full-Time position, and transitioning to a salary position, it should still be eligible for health insurance. Councilman Addison stated it would be considered an FTE (Full Time Equivelant). Councilwoman Verschneider stated she doesn’t agree with it. Supervisor Entwistle would like the board took look at the resolution and they can discuss it further next month.

EXECUTIVE SESSION:
A motion was made by Councilman Scouten and seconded by Councilwoman Abrial to enter into Executive Session with Lucas Kafka regarding Personnel Matters.

NEW BUSINESS PUBLIC:
• A gentleman from the public thanked Supervisor Entwistle for having the church and the yellow house mowed on Woodhull Road. He stated the house may fall in. Supervisor Entwistle stated the Code Enforcement Officer will take a look at both properties and see if there are any deficiencies. If so, the Codes Enforcement Officer can send a letter. Ron, from the Gallery asked if they are deemed unsafe, shouldn’t they be posted as such for the Fire Departments. It was answered, yes.
• Mr. Healt, from NOCCOG asked about the traffic counters. Supervisor Entwistle answered, the traffic counters they would’ve liked in front of the town hall, but it is not a town road, so they are no longer interested.
• A gentleman from the Gallery mentioned someone damaging property and racing up the roads. He stated it is quiet now.
• Ron, from the Gallery asked what Kofile was for. Supervisor Entwistle explained it was for the preservation of the minute’s books. He asked if the survey was still out, it was answered yes, and they have approximately 500 responses right now. It’ll stay open through the fall. In addition, the contacts from LaBella will be reaching out to certain focus groups (Trackside, different hamlets, Fire Departments, Water and Sewer, Senior Recreation).

3-Lot Subdivision requiring Variance for the proposed entrance to Lot 3.

D. Frymire reviewed the maps and submitted a summary of his findings, and responded to questions from the Board members arising from their site visits.

The requested 239 from DOT concerning the 50 ft. entrance to proposed Lot 3 has not yet been received.

A public hearing was scheduled for July 24, and surrounding landowners will be advised.

• May 8, 2024 Minutes approved on motion from Daktor/DeTraglia

New Business:

Seeking a Boundary Line Adjustment from the Town for two small pieces to belong to Burdicks. Approved on motion by Daktor/Terry. A. Bailey will now take this to the Town Board.

• Christmas & Associates for George Gokey, Tax ID 18.000-1-18, 10320 Hawkinsville Rd., Woodgate: 3-Lot Subdivision (Mark Christmas)
Board reviewed the proposed subdivision information, submitted maps and SEQR. A Public Hearing was scheduled for July 10 (DeTraglia/Daktor)

• James Redner, Tax ID 19.001-1-4.3, 12228 SR 28, Woodgate: Change of Use
to build a 40’x80’ Restaurant/Bar with a proposed occupancy of 116. Questions arose regarding sight distance, the distance from the church; and a deed stipulation regarding no “eatery” next to Seasons. (Redner noted the latter is being addressed). A traffic count was also suggested.

Applicant did not come fully prepared with all the information requested by the Board – he will return to July 10 meeting

3-Lot Subdivision: Board reviewed the maps and information submitted. Due to the fact that proposed Lot 3 has only a 50 ft. road frontage, the matter was denied and will be sent to PBA for variance review. (Daktor/Terry)

Supervisor Entwistle read the following notice aloud:
NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Town Board of the Town of Forestport, Oneida County, New York, will meet in the Town Hall, 10275 State Route 28, in Forestport, New York, in said Town, on May 23, 2024, at 6:00 o’clock P.M., Prevailing Time, for the purpose of conducting a public hearing upon a certain map, plan and report, including an estimate of cost, in relation to the proposed increase and improvement of the facilities of the Forestport Sewer District, in said Town, being the construction of improvements to and reconstruction of the wastewater treatment plant, in Forestport, New York, including original furnishings, equipment, machinery, apparatus, appurtenances, and incidental improvements and expenses in connection therewith as applicable, at a maximum estimated cost of $1,750,000.
Said capital project has been determined to be a Type I Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act (“SEQRA”), the implementation of which as proposed, it has been determined will not result in any significant environmental impact. SEQRA compliance materials are available for public inspection at the office of the Town Clerk where it may be inspected during regular office hours by appointment.
At said public hearing said Town Board will hear all persons interested in the subject matter thereof.

PUBLIC COMMENTS:
• MaryBeth Reising, from the Gallery asked if the town could apply for more grants. It was answered, yes. The purpose of this is to show the town is willing to bond for the remainder of the money to apply for more grants. A lot is under the Consolidated funding application. They pick projects they are willing to fund, such as wastewater and water. Optimistically, there could be $300,000. To keep it as reasonable as possible, the sewer district has borrowed money, interest free from the General fund for the engineering fees. The town can’t get reimbursed until the state signs off on it. The Grant writer possibly expects the end of July, they will get approval for the project. They are working on an income study just for the sewer district because they are saying the median income of Forestport is $70,000, but the board feels it is much lower than that. If they can prove that, it will help to get the grant money as well as the amount they could get.
• The plans have been done for over a year, except for the electrical drawings. Every section of the plan has to be approved by the state, but the electrical hasn’t been reviewed yet.
• MaryBeth asked if the residents should reach out to their representatives to put pressure on them. Supervisor Entwistle stated they could, but it is a blanket problem. He stated it wouldn’t hurt to let them know they are a sewer district resident in the Town of Forestport and the town is trying, but it is a giant cost, asking them to increase the grant funding.
• The town has an amicable relationship with the DEC that reviews the applications. They reached out to the town six months ago and asked them to apply for an extension. The town was approved.
• Joan Ingersoll, from the Gallery stated when she was on board, they did an income study by walking to all the homes in the sewer district. She asked if it was possible for the Assessor to run just the sewer district. Supervisor Entwistle stated they tried, but the only information Tonya has is the STAR or the exemptions. The percentage isn’t enough for the clear picture. There are people on the Comprehensive Plan Committees staff that will help do the income study. The board can’t go around to the sewer district customers and do an income study. She asked about the Community Development Block Grant (CDBG), and it was answered it is no longer available. There were many places that took advantage of that. There is another program the board is looking into, for mobile home replacement.
• Supervisor Entwistle stated for the record, it is 100% the boards’ goal to not raise the rates for the sewer customers. They are going to try to get $300, 0000 off this and he would like to continue to borrow from the General fund to get this down.
• MaryBeth asked if they would ever see the increase go back down. Supervisor Entwistle stated the debt could be eliminated. It most likely wouldn’t be eliminated completely.
• Work should begin this September or October, but the worst-case scenario is the Spring. There is going to be a chlorination system that chlorinates after going through the chlorination beds, two sewer beds will be replaced to an osmosis system. The maximum treatment will take place and get chlorinated before it ends up in the river, a generator is going in, both lift station pumps will be replaced. All these improvements are dictated by the DEC.

The meeting was called to order at 6:30PM by Supervisor Entwistle. The pledge was recited.

Supervisor Entwistle started the meeting off by thanking Mary Beth Reising, for letting the Town Board know about the opportunity about becoming a Purple Heart Community. Supervisor Entwistle read the following Proclamation aloud:

NOCCOG: John Healt presented the monthly announcements. Supervisor Entwistle thanked John for having the Tughill Conference again and stated how great it was.
WATER:
• WWIP: The Town Board is in the process of securing a bond for the remaining amount of the sewer improvement project. There will be a Public Hearing on May 23. 2024 at 6PM and a meeting following to vote on whether to move on with the bond or not.
OLD BUSINESS BOARD:
• Fuelmaster : This will be installed early next week.
• Phones: The new phone system will be installed June 4th or 6th.
• Summer Recreation: Summer recreation is full. 20 kids are signed up.
• Woodhull Pocket Park: Picnic tables are set up. Pete is constructing a sign and that will be put up this year. Next year a fence will be put up.
• Dog Park: Supervisor Entwistle is waiting for a couple quotes for the fencing.
• Boat Wash Station: This will be up and running Memorial Day weekend. DOT will be placing signs by Alder Creek and also North, near the Town Barn.

NEW BUSINESS BOARD:
• New Highway Equipment Operator: There is one new hire, Joe Liscznczskyj who is replacing Chuck Howard. Alan will be retiring in August, so another gentleman will be coming on June 28th.
• Amendment to Highway Contract
• Highway Truck: Supervisor Entwistle and Bill Gardner are looking at replacing the 2011 pickup truck. Supervisor Entwistle has reached out to a couple of state bid places. There could be $350,000-$400,000 in CHIPS money this year. Bill is going to spend approximately $275,000 on roads so some of the money could be used for a truck. If you use CHIPS money, you have to keep the truck for ten years.
• Board of Assessment Review: David Sweeney from the Board of Assessment Review is asking for an increase in pay from $15/hour to $25/hour.
A motion was made by Councilman Scouten and seconded by Councilman Addison to increase the Board of Assessment review pay to $25 an hour.

NEW BUSINESS PUBLIC:
• Ron Davies had several questions:
 Is the board considering the dog park? How many dogs are licensed in the Town of Forestport.
 He asked about the Total Solutions vouchers.
 Did the town sell the Highway truck that was for sale. It was answered no. The town is keeping it for the summer helper and once he leaves, it will go to the Water and Sewer Operator.
 He stated the rental for the welding is monthly. The company Trackside Blazers uses is an annual fee. Supervisor Entwistle is going to look into it.
 He had questions regarding the boat wash station. He mentioned the boat wash station that is no longer in use was never taken over. If the town can make this work for a handful of years, they will take it over and run it. Supervisor Entwistle said the largest chunk was the set up. There was an addition $42,000. It should cover the set up and salaries for this year and part of next year. There are a couple of local organizations that support this and they may be able to get money from them. Councilman Addison also said recurring grants are a possibility as well.
• Laurie Fessler, from the gallery, wanted to remind people the Community Garden will be meeting on Sunday at 12. Bring gardening tools and tools. Most of the dirt is in the beds now.
