Town Board Special Meeting Minutes – 03/24/2022

CALL TO ORDER:
The meeting was called to order at 9:00 am by Supervisor Entwistle. Supervisor Entwistle read the legal notice aloud.

Notice is hereby given that the Town Board of the Town of Forestport will be holding a Special Meeting for Sewer District #1 at 9:00 am on March 24, 2022 at the Forestport Town Hall, 10275 Route 28, Forestport, NY 13338.

The special meeting is being held to formally pass a motion to schedule a public hearing regarding the increase and improvement of the Forestport Sewer District facilities pursuant to New York State Department of Conservation regulations.
The meeting is open to the public and voting will take place.

A motion was made by Councilwoman Kardash and seconded by Councilwoman Verschneider to schedule a Public Hearing April 20, 2022 at 6:15PM for an increase and improvement for the Sewer District.

Town Board Special Water District #1 Meeting Minutes – 03/16/2022

A motion was made by Councilman Scouten and seconded by Councilwoman Kardash to accept the minutes from the February 16, 2022, Water District #1 Meeting.

Town Board Special Water District #1 Meeting Minutes – 04/20/2022

OLD BUSINESS: 

  • Buckhorn District Update: Jack Dodson, the engineer is working on the map study for the Buckhorn District. The Buckhorn Association has a meeting on June 18th to review the costs. The Town Board should be able to move forward in July.
  • Buckhorn has their own water system, and they asked the town to take over the water system for them as they are on a volunteer system and if something goes wrong they are responsible for fixing it. They would be responsible for the map study, future repairs, metering, administration of the unit, clerks and operators. That is all factored into the study. Homeowners will have the opportunity to move forward and if they choose to, they will be District #2. Water district #1 will not be responsible for Water District #2.

Planning Board Minutes – 01/12/2022

MONTHLY MEETING 

The Meeting was called to order at 6:30 by Chairman Rejman, attended by J. Ritter, A. Daktor, and T. Terry. 

The December 8, 2021 Minutes were approved on motion by G. Ritter/T. Terry) 

New Business 

  • Charles Bateman (A. Bailey): Boundary Line Amendment, Parcel 85.04-1-37 

The Boundary Line Amendment was approved as presented by Mr. Bailey (A. Daktor/T. Terry) 

  • Gateway Properties: Boundary Line Adjustment on Lots 1 and 2 of Parcel 67.3000-3-23. The Boundary Line Adjustment as presented by D. Polce was approved. (G. Ritter/A. Daktor) 
  • J. VanValkenburgh (D. Frymire): 2 Lot Subdivision, Parcels 2.003-1-2.7 & 2.003-1-2.9, Lakeview Rd. The Park Agency has reviewed and approved this request, and the Board will now hold a Public Hearing scheduled for February 9, at 6:15 p.m. 
  • James/Minna Allison (D. Frymire): 2 Lot Subdivision, Parcel 19.001-1-22 Bear Creek Rd. Well and septic requiements can be met, but the Board was concerned that the property cannot comply with the 200 ft. frontage requirement. Therefore, before suggesting a variance they have scheduled a Public Hearing for February 9 at 6 p.m. in order to hear from the surrounding property owners. 
  • Vincent/Lisa LaPlaca & Brian/Nicole Smith (D. Frymire): Boundary Line Adjustment, Parcel 13.002-1-36 & -15. The Boundary Line Adjustment was approved. (A. Daktor/T. Terry) 

Town of Forestport Planning Board Minutes 2 January 12, 2021 

  • Steve Eckels (D. Frymire): 2 Lot Sub-division, Parcel 19.000-1-32.3. There was considerable concern over the submitted 50 ft. driveway frontage for the proposed sub-division. It was suggested that plans be redrawn to make at least a 100 ft. frontage. It was also noted that DOT and County Planning approval would be required for the new road entry. A Public Hearing was scheduled for 6:30 pm on February 9. 
  • T. J. Entwistle held a training for Workplace Violence. 

Adjourn Meeting: The public meeting was closed at 7:50 pm (G. Ritter/A. Daktor), and the Board adjourned to an Executive session. 

The next regularly scheduled meeting of the Planning Board is February 9, 2022, 6:45 PM, at the Forestport Town Hall. 

Planning Board Minutes – 03/09/2022

Sandy Pascucci, Secretary Chairman Rejman attended via Zoom; Member Daktor was unable to attend 

PUBLIC HEARING

  • 6:00 PM T. Sunderlin, Red Rock Assoc., regarding White Lake Quarry 

Meeting was conducted both in person and via Zoom. 

Co-Chairwoman Ritter opened the meeting by reading the Legal Notice and reiterating the Rules of Order. 

Statements were read by the following, and their comments were made part of the Minutes and posted to the website:

The following were also recognized by the Chair and voiced their displeasure with the APA/DEC approval, the road usage/maintenance, additional traffic, and echoed comments they made at earlier meetings:

At the conclusion of public comments, the Public Hearing was Recessed as it was noted that the Board is awaiting final input from the DOT and Oneida County Planning. A continuance of the Hearing was scheduled for April 13, 2022 at 6:00 pm. motion by Ultsch/Terry 

Planning Board Meeting Summary 2 March 9, 2022 

The Regular Meeting of the Planning Board was convened at 6:30 pm 

  • J. Chrisman, Esq., Ayers Law Firm, made a request to speak at the April 13 meeting
  • J. Young, the Town Attorney, is working on a Draft Agreement between the Town and Red Rock Quarry regarding the R.R.Quarry’s maintenance of the road. This cannot be completed until a final vote on the quarry. A copy will be made available to Ayers Law Firm at that time.
  • Eckels, Deborah: 2-Lot Subdivision, Parcel 1900-1-32.3, Rt. 28
    D. Frymire requested an extension as they are still awaiting DOT approval Approved on motion by Ultsch/Terry
  • Ruben Treminio (A. Bailey): 2 Lot Subdivision, Parcel 50.0-1-22.6, River Rd Request by A. Bailey that this item be removed from Agenda until further notice. Approved on motion from Ritter/Terry
  • Hulser, Tim (D. Frymire): 6-Lot Subdivision, Parcel 13.0-1-9, Rt. 28
    Maps and information concerning the moderate intensity use major subdivision were reviewed, and a Public Hearing was scheduled for April 13 at 6:15 pm. Motion by Terry/Ultsch
    In addition, a motion was made and approved (Ritter/Ultsch) for the Town to be the lead agent on the Hulser Subdivision.
    Meeting was adjourned at 6:55 pm on motion by Terry/Ritter
