Discussion on taxes and a PILOT Agreement will be 3-4 months out. The Town of Forestport will be banding with the Town of Boonville and the School District. Another Open House will be around September or October. The Summer Grant cycle has just wrapped up. Grants were given to The Woodgate Library, Dodge Pratt, and Camp Woodlot.
• Highway Negotiations: They are looking to change the health insurance. It will be a decrease for the Town and the employees. The next meeting is set for September 13, 2022, at 5P.M.

NEW BUSINESS BOARD:
• Poll site for elections: August 23, 2022, is the Primary. All voting will take place in Forestport at the Town Hall. There will be no voting in Woodgate for the Primary on August 23rd. Supervisor Entwistle heard this may be a permanent thing, not just Forestport but other towns as well. He sent letters to our Chairman of the Legislators Board, our Legislators, County Executive, and Board of Election stating this is a terrible idea for Forestport because of the senior population and the geographical area. The Executive’s office responded and stated they do not have jurisdiction for the Board of Elections. He spoke with the Board of Elections, and it will be like this for the Primary and probably the General Election. He has asked them to see the total of those voting. There are 360 voters in Woodgate and 800 in the Town of Forestport.
• Woodhull Bridge: There was graffiti under the bridge. Mark Laramie and Rick O’Meara for cleaning up the graffiti quickly.
• Code Enforcement Laws: There are a couple Local Laws that are mandatory. This is tabled temporarily.

• Town Audits: The Tax Collector, Town Clerk and Justice audits have been done and everything is in order. They are viewable in the Town Clerk’s office.

• Truck Bond: They would be bonding for $ 200,383.52 at 3.5% per year. Payments start January 2023.

Jim and Matt emptied the garbage barrels and chopped up sticks. Someone from Snowbird Lake is mowing the Cemetery regularly and getting paid for it. Supervisor Entwistle would like to have a Special Meeting, including the current Cemetery Board Members to get the checking account and maps figured out.
A motion was made by Councilwoman Kardash and seconded by Councilwoman Verschneider to schedule a Special Meeting, September 13, 2022, at 3:00 P.M. to discuss Beechwood Cemetery.

The Town is in violation with the DEC on this project because the Engineer has not submitted the full engineering report, but the town cannot submit that until the funding is locked in. Supervisor Entwistle has spoken with Mike Bocci, with the DEC and is waiting to hear back from him.

CALL TO ORDER:
The meeting was called to order at 6:30 pm by Supervisor Entwistle. Supervisor Entwistle read the legal notice aloud.
PUBLIC COMMENT:
• A gentleman from the gallery thanked the Town Board. Supervisor Entwistle stated this was his first time creating a District and it has gone pretty smoothly.
• The Preliminary survey has been done with the 100 feet sketch around the wellhouse with an easement the community will retain ownership of, but the town will have rights to. Andy is in the process of stamping the survey and making it official. Jessica is writing up the paperwork. The easement paperwork will have some language to use the property but can’t damage their own water with a release. All homeowners will sign a release.
• Carl, from the gallery stated he is not part of the Association, but the previous homeowners were. He stated there is an active water supply line on his property that was never sealed. He does not plan on signing a release. Supervisor Entwistle stated if there is an issue, the Town will dig it up and cap it there so there would be no need for a release.
• The paperwork should be drafted a week before the September meeting, so everyone has a chance to review it. The creation and possession should be done by the September meeting.
• The grant writer will be looking for grants. The meter doesn’t seem to work properly, new roof and have an omni system put in. The Omni System alerts the Water and Sewer Operator when there is an issue before there is a major catastrophe.
• Supervisor Entwistle asked the Association to think about how they want to be billed. The Sewer District is sent a payment book at the beginning of the year for the year.

• Buckhorn Update: Buckhorn voted as an Association to move forward with an $18,000 budget. It will be $410/ year per household. Jack Dodson is doing the map study for free. The Buckhorn Association has $4,500 in reserve for water purposes, and they will be using that towards Bond Counsel fees. The Town will have control of the wellhouse and pump. The homeowners would like to maintain access to the waterfront, so there will need to be an easement. The easements and agreements should be done before winter.
 Supervisor Entwistle stated there are many grants out there. After the Water District is created, he would like to look for grants for a new roof on the wellhouse, counter and an Omni System. The Omni System calls the Water Operator when there is an issue.
• Water District Operator: Ted Daktor is retiring at the end of December and the Town has been looking for a replacement. There is an application from Glenn Ballard. He does not have certification but is willing to get the certification. The Town Board will continue taking applications until the next Board meeting.
