NOTICE IS HEREBY GIVEN that the Town Board of the Town of Forestport will be holding a Public Hearing on March 19, 2025, at 6:15 PM at the Forestport Town Hall, 10275 State Route 28, Forestport, NY. The Public Hearing is being held to review and accept public comments on a Statutory Installment Bond Anticipation Note for a 2025 Highway Truck, in the amount of $240,000.00.

Ron Davies, from the Gallery, asked if it was a plow. Supervisor Entwistle answered it has a plow with sanderbox and all the extras. Ron Davies asked why the town doesn’t budget for an extra truck without the sanderbox. Supervisor Entwistle stated they have talked about it but they are still really expensive. This current truck they sold, it had a lot of problems, but it may be discussed later on.

WATER:
• Health Inspection Completed: Everything went well with the inspection.
SEWER:
• Lift Station Pump: There was an issue that has been resolved. Supervisor Entwistle mentioned Lucas staying a 12 hour and 8-hour day fixing the problem without complaining.
• WWIA Update : Supervisor Entwistle has confirmation the Environmental Facilities will be renewed this week and construction should start this Summer into Fall.
OLD BUSINESS BOARD:
• Radar Signage: Supervisor Entwistle has received one quote for one radar sign.
• Amendments to SRL:
 Solar Law: there are just small amendments.
 Three Story Homes: Some Fire Departments have raised concerns with three story homes.
The Planning Board is still in discussion regarding them.
• Small Box Stores Moratorium: This was discussed last month.
A motion was made by Councilman and seconded by Councilman to Schedule a Public hearing regarding a moratorium on box stores, April 16th at 6:10PM

• PBA Vacancy: There is an ad going on next week advertising for this. Councilman Addison stated the Boat Wash will be advertising next week as well. The DEC is going to be paying for this again and it will be one person a week instead of two. They will be asking for recommendations this year.
• Senior Lunch Program: Supervisor Entwistle is hoping to kick this off in the Spring. The Oneida County Office for the Aging is interested in giving some assistance. He also asked Councilwoman Verschneider if initially they can pair this up with the monthly senior meetings. Councilwoman Verschneider asked if this is going to be like the previous program. He stated initially it will be a bagged-up lunch but hopefully turn into a hot lunch program.
• Community Website: Supervisor Entwistle turned it over to Kim Lambert, from the Gallery. She stated she would like the Community website to have community pride. Supervisor Entwistle stated he agreed with their questions. He stated one question was how we reach those who do not have internet or do not choose to. The town website has links to government, schools, and history. Those things can be repeated on the community website but don’t need to be. A community website could be domained by the town but should be a separate website. Supervisor Entwistle doesn’t mind paying the hosting fee. He stated the Town Clerk; Tracy does a great job with the Town website but having someone else do it alleviates her from deciding what can or cannot be placed on the community website. The website has been updated to be ADA compliant, the Post Office, Town Clerk sign board, and looking into an LED signboard and the newspaper. You cannot force people to be involved. Ron Davies, from the Gallery, stated before wasting money on an LED light, people should start showing up. The board agreed the Community Website would be a good resource for those who are visiting.
• Ski Program Wrap UP: There was a smaller group this year and everyone did well. Supervisor Entwistle thanked Councilwoman Abrial and her family for all their help as well as Laura Wawrzyniak. The Gore Trip for intermediate skiers was cancelled due to the weather after already being postponed.
• 2025 Highway Truck Bond:
A motion was made by Councilman Scouten and seconded by Councilwoman Abrial to pay pass the Statutory Bond Resolution for the 2025 Highway Truck.

NEW BUSINESS BOARD:
• Camp Nazareth: The town is sponsoring 20 children this year. Parent/grandparents are responsible for paying $100 per camper to keep the youth budget reasonable. Camp Nazareth has raised the rate for the town to $400. The applications will be available in the foyer, or they can print them on Camp Nazareth’s website, but applications will not be able to be dropped off to the Town Clerk until Wednesday, April 2nd.
• Summer Recreation: The town is willing to do Summer Recreation again. Supervisor Entwistle and Councilman Addison will be speaking with Ashley Galligan and Eric Freeman again. Looking at the budget from the Art Club now and restarting in the Fall, the ski club and the current setup for Summer Recreation will reach the budget. Supervisor Entwistle recommended leaving the Summer Recreation program three days a week for three hours a day. Councilwoman Verschneider asked what the pay was, and it was answered $20/hour. Councilman Addison suggested having more of a contribution form the parents. Kim Lambert, from the Gallery, asked about people donating. It was answered that residents donate, and the town is happy to work that out. They try to see if there is a need first before taking the money. Last years Summer Recreation had 15 children and not everyone comes every day.
• Road Closures- White Lake Inn and Old Forestport Days:
A motion was made by Councilman Addison and seconded by Councilwoman Verschneider to approve the closure of Maple Road from Route 28 to the end of White Lake Inn property on June 7, 2025, from 10:00A.M.- 11:00P.M. for Lightning at White Lake Block Party and for the closure of River Street on August 23, 2025, from 10A.M.-6P.M. for Old Forestport Days.

• LED sign for Town Hall: Town Clerk, Tracy terry has been getting quotes for a LED sign at the Town Hall, similar to Kratzy’s or Otter Lake Fire Department. Supervisor Entwistle has spoken to Kratzy’s and Otter Lake Fire Department. There were concerns from the Gallery regarding LED signs and distracted driving and seizures. Discussion took place.
• Small Business Administration: There is an information sheet that is already on the website.

• Resolution:
A motion was made by Councilwoman Verschneider and seconded by Councilwoman Abrial to pay pass Resolution #1 of 2025 below.

• Woodgate School Property: Discussion took place at a previous Public Hearing regarding the property. There was general consensus on making a Pickleball Court, a couple pavilions, bathhouse and a sensory playground. Supervisor Entwistle has received one quote and is waiting for two more. The current quote was $20,000 to demolish the building and take it out. There is a current funding application for Municipal parks and recreation. The Grant writer is looking into getting that ARPA money and grant money from the Wadas Foundation. They are looking for a landscape architect of what the property could look like. Jeanne Wolcott asked about the church on Woodhull Road. Supervisor Entwistle stated Tony and Ryan have been in contact with them and if there is not a contract in place by April 15th to be on the schedule to have it torn down by the 15rh of May, the town will take it down and put it on the taxes.
• Maintenance: Jim Pelno is looking to come back this Summer to help with maintenance as Dominic will not be coming back.
NEW BUSINESS PUBLIC:
• Ron Davies, of Trackside Blazers gave a report to the Town Board and Town Clerk. They had a total of 202,094 total sleds pass through the counters. Trails opened April 3rd and railroad tracks April 23rd. He had petitions with him to remove the tracks and replace with multi-use corridors. Ron thanked the Highway Crew for a great job grooming. The Easter Egg Hunt will be April 12th at 12PM and they are asking for a donation of a canned good to be donated to the Food Pantry.

• Meeting called to order by Chairman Rejman at 6:30 pm

Old Business:
Chief A. Sege, Woodgate Vol. Fire Dept: (Tabled from February 12 meeting)
Chief addressed the Board with the Department’s concerns regarding fire protection – The contract with the Town for fire protection was recently signed – with an addendum stating that the Department cannot make rescues above 28 ft.
• Specifically regarding new homes that are being built which are 3-4 stories above ground level, and additionally are set back far from the road with narrow driveways which are inaccessible to fire equipment.
• The Department’s current equipment cannot reach beyond 28 feet
• Chief suggested Site Review Law might incorporate more stringent recommendations for safety, such as possible height restrictions, and/or escape ladders, or fire escapes for buildings over 28 ft.

Several ideas and possibilities were discussed.
• Chief educated the Board on the Department’s current equipment capabilities, pre-planning, manpower, training, public education, and mutual aid availability
• Possible aids to alleviate the issue were discussed, including
o An amendment to the Site Review Law
o Codes enforcement


o Purchase of a higher ladder (which comes with issues of retro-fitting the engine carrying it, and manpower to operate it)
o Change in requirements for driveway width
o More public education

A motion was made to keep the issue on the Agenda for the April 9 meeting for further discussion. (Terry/Daktor).

WATER:
• USDA Rural Loan Compliance Review: Supervisor Entwistle and Town Clerk, Tracy Terry met with the representative and the town is in compliance. There are a few minor things that have to be done.
• Billing software: This is in the process of moving forward and most likely will not be done before July.
OLD BUSINESS BOARD:
• Ambulance District: The Town Attorney, Jessica Young is looking into this.
• Senior Lunch Program: There are approximately 25 seniors who signed up. Mr. Romano with Oneida County is in support of this.
• Planning Board Vacancy: Councilman Addison spoke with the Planning Board and the Planning Board of Appeals and Eric Waldo has agreed to take the Planning Board vacancy.
• Planning Board of Appeals: An advertisement will be placed in the paper by Councilman Addison. Laurie Fessler was thanked for being the Planning Board of Appeals Chairperson.
• Statutory Bond-Highway Truck: Supervisor Entwistle stated the truck is not due until October, but they have the Statutory Bond paperwork read. The amount is $240,000.00.
A motion was made by Councilman Scouten and seconded by Councilman Addison to schedule a Public Hearing for March 19, 2025 at 6:15PM for the Statutory Bond for the Highway truck.

• Moratorium on “small box stores”: The Town Attorney, Jessica Young sent over a draft for the Town Board to look over.
• Radar Signs: Supervisor Entwistle found battery powered LED radar signs, for $2850 each. He will talk to Bill Gardner to see if he is interested. They will probably put one on Woodhull Road, near the Old Town Hall. and one near McKoon Road on Dustin.
NEW BUSINESS BOARD:
• County Legislator, Steve Boucher: He gave an update on County Road usage for ATV’s. Six months ago, Boonville requested ATV use on two county roads. Oneida County is working on giving Boonville use of two roads for ATV use. The County is working on their Comprehensive Plan to open up all County roads to use ATV’s and giving the towns permission to opt in or not. Some Counties have been able to manage ATV use with rules and regulations. Robert Maciol is ready to help with the speed limits on roads. You can use the road to get to the trail. Supervisor Entwistle stated you can open a town road 0.5 miles to get from trail A to Trail B. Some people do not want them on the roads as a trail. There needs to be an actual trail system that these roads supplement and are not the trail system. The Comprehensive Plan questionnaire had ATV questions, and the comments were either poor or against. If it works in Boonville and they be the liaison between the lawyers and the County and spoke with private landowners, has to be run through a SEQR and law enforcement. Once opened, the law enforcement and DEC have to be there from the start. Lewis County is making $6 million from ATV usage. There would be layers of insurance through the County/Town and clubs. NYS has insurance for private landowners who open their land for ATV’s.

• Fire Cancer Insurance:
A motion was made by Councilman Scouten and seconded by Councilman Addison to pay half of all three fire departments cancer insurance.

• Otter Lake Fire Department: The Otter Lake Fire department is looking to change their status from 501c3 to a 501c4.
A motion was made by Councilman Addison and seconded by Councilman Scouten to approve Otter Lake’s status.

• Standard workday Resolution: Supervisor Entwistle is making a Standard Workday and Reporting resolution to include the following:

Sherry Paschke- Tax Collector/Court Clerk

Once this is done, it will be posted.

• Snow: The Highway crew are working 14-hour days 6-7 days a week. They do not pick blades up in front of driveways. When it stops snowing they have two loaders to clear corners and intersections as best they can. If you have an issue, call the barn instead of Supervisor Entwistle or Facebook. The phone system translates to email to the Highway Superintendent, Highway Clerk and Supervisor Entwistle and be nice when you call. It is illegal to plow/ shovel snow in the street or across the street on a public road.
NEW BUSINESS PUBLIC:
• Laurie Fessler, from the gallery, stated the New Hartford Planning Board voted down a solar farm proposal. She pulled their Solar Law up and it is a lot stricter than Forestport. They cannot deforest a forested area. She stated the town law should be focused on people’s wells. She thinks that they should do something about heights on buildings from a safety perspective. Supervisor Entwistle stated three story buildings need a sprinkler system. Tom Abrial, from the Gallery, suggested a local law for Battery Farms as well. Supervisor Entwistle stated with the Comprehensive Plan having the same regulations throughout the entire town instead of just Adirondack Park.

WATER:
• USDA Rural Loan Compliance Review: Supervisor Entwistle and Town Clerk, Tracy Terry have a meeting with a USDA representative to review the water loan compliance.
• Billing software: The implementation is underway with BAS. There are going to be a lot of options for the water and sewer customers with the ability to make automatic payments, credit card payments and those with multiple properties will have one bill.
OLD BUSINESS BOARD:
• Door Locks: Mike from New Hartford Safe and Lock is getting the manufacturer specifications for the door.
• Ski Program: There are 13 children signed up for beginner ski day for February 15th. 20 adults and children are signed up for the Gore Intermediate day, pending bus approval. On the Gore trip, everyone needs their own ski equipment and needs to be a solid skier.
• Statutory Bond-Highway Truck: Supervisor Entwistle is in the process of reaching out for interest in the Highway Truck. The town isn’t supposed to take delivery of the Highway truck until October, but last time, the truck was delivered early, and payment was expected at that time as well.
• Radar Signs: Kim Lambert, from the Gallery put Supervisor Entwistle in touch with the company for the radar signs. There are permanent mobile ones. The mobile ones are more cost effective and can be moved. Supervisor Entwistle will email the board members the quote and they will review it at the next Town Board meeting.

• Lunch program: Supervisor Entwistle got an idea from The Town of Webb in conjunction with the Old Forger Library in regard to a lunch for seniors, aimed at shut ins. Old Forge delivers meals to their seniors, but he would like to have lunch at the Town Hall once a week aimed at seniors aged 65 and above like they had at the Old Town Hall as it provided nutrition and socialization. Supervisor Entwistle was thinking of a sandwich, drink and fruit, but possibly something other than a sandwich but something easy. He will be in contact with the local businesses to see if they would be interested. Laurie Fessler, from the Gallery stated the Old forge senior meal program is funded by Excellus Blue Cross Blue Shield and the Herkimer wellness award through Living Adk.
 Laurie Fessler asked if there was a kitchen at the Town Hall. It was answered yes, but there isn’t a stove/oven or refrigerator. When the school sold it they took all the equipment. They are currently trying to get equipment for this kind of program, but also if someone wants to rent the Town hall for a Spaghetti dinner or something like that.
 Kim Lambert asked if people couldn’t get out, would someone be able to deliver the meals? Supervisor Entwistle stated he didn’t have a problem with having someone deliver it. He wants to aim this at the fixed income, elderly people. Someone from the Gallery asked about the mail delivery person bringing the meals.
 Kim Lambert from the Gallery mentioned she can speak with her friend who owns a Kitchen supply company. Supervisor Entwistle stated he would like to get the contact information.
• Planning Board Vacancy: They are short of Planning Board members. The intent is to see if someone from the Planning Board of Appeals is interested in moving to the Planning Board. If someone is interested, they would advertise for PBA. If there is no interest, they will advertise for the Planning Board. Councilman Addisson will be reaching out in a day o two.
• KLIA Road Closure: Kim Lambert would like people to not park in their parking lot and asked for some barriers. Supervisor Entwistle stated if Highway Superintendent, Bill Gardner does not have signs he will see if he can get some from someone else.
A motion was made by Councilman Addison and seconded by Councilwoman Abrial to approve the closure of Dustin Road Bridge on August 2, 2025, from 8Pm-10PM.

• The town authorized an emergency payment to StaR ambulance to facilitate them making it another month. Supervisor Entwistle met with the Supervisors from the Towns of Trenton, Remsen, Steuben, and Russia. StaR ambulances are saying, despite the extra money, they will most likely be out of money in August of this year. The majority of transport is Medicare, and they pay about 1/3 of what a ride is, and they do not get paid anything if they are not transported. Bob Whitehead, President of StaR ambulance is from Marcellus and Marcellus Ambulance was in the same situation awhile ago. They changed their business model. The last 5 years, they bumped their ambulances from 2 to 5. Three are guaranteed for phone calls and the other two are for interfacility transfers. They are tied into interfacility transfers from one hospital to another and it is guaranteed money. They are interested in allowing STaR to transfer their certificate of need to them. They will place one of their rigs in Stars ambulance. Provide services to communities and take STaR’s financial issues and turn that around. There will be plenty of public input. This transfer should take early some time or March-July/August.

• Laurie Fessler, from the gallery, asked if there was more information on the moratorium. Supervisor Entwistle stated he has sent the information to the town Attorney and is waiting to hear back from her. He stated there should be land-use regulations mapped out in the Comprehensive Plan.

o It was also pointed out that Rt. 28 is a commercial corridor, with many other established businesses.
o Upon their review of all the information presented and the arguments put forth, the Board found no grounds to deny the application; and it was approved as presented (Terry/DeTraglia)

OLD BUSINESS BOARD:
• Radar Signage: Supervisor Entwistle stated he has emailed customer service for the radar signage and has not heard back from them. He asked Kim, from the Gallery, if she had a direct contact and to have them reach out to him.
• Hero Banners: Those interested I the banner program need to submit the information and money by January 1st.
• Year-End Meeting: Scheduled for December 30th at 8AM.
• Organizational Meeting: Scheduled for January 6th at 6:30PM
• Ski Program: This is currently on hold because of the lack of snow. Supervisor Entwistle will be contacting group sales when he goes to Gore Mountain in regard to the intermediate ski day.

NEW BUSINESS BOARD:
• Front Door Locks: The Town will be replacing the front door locks with a Wi-Fi keypad. This should be completed in a month or two. There are a lot of keys floating around. Each person/group will have their individual code for their allotted day/time. The birthday party code will last for 12 hours. In an emergency, Supervisor can let people in. The main door will be the keypad. The other doors take a different key. Supervisor Entwistle will be giving the Fire departments keys to the other door in case of an emergency.

• Town Clerk/Justice/Tax Audits: Sam Edwards has completed the audits for the last two years.

• LakeView Road: The town has been experiencing some unusual flooding in the past couple of years. There are several spots where it is an issue with properties. The biggest one is LakeView Road in Otter Lake. Supervisor Entwistle has reached out to Plumley engineering to see what they recommend alleviating the problem. Jen, the Grant Writer said there is a lot of money for these types of projects.
• Youth Baseball: Supervisor Entwistle stated the town has paid for the sign-up fees for youth baseball after the Forestport Athletic Association stopped and it is under $2,000.
A motion was made by Councilwoman Verschneider and seconded by Councilwoman Abrial to approve paying for the Forestport kids sign up fees.

• KLIA Fireworks: August 2nd is the fireworks display for the celebration of the 75th Anniversary of Kayuta Lake. Councilman Addison stated they need to supply the town with insurance. Supervisor Entwistle spoke with Joan and Majestic will be supplying that. They need to shut the bridge down for about an hour. The Fire department has agreed to direct traffic.
A motion was made by Councilman Scouten and seconded by Councilwoman Abrial to schedule a public hearing January 15th at 6:15PM.

• Letter from Old Forge ambulance: Supervisor read the following letter aloud:

Supervisor Entwistle stated this will be a project for 2025.
• Water and Sewer Billing and Collecting software: Jeff, Vicky and Tracy have spent time looking at three programs. They ruled out one of the programs. Muni-link is a good program and offers less time, billing runs, cloud based, create workorders, e-billing, full-service customer portals $14,000 up front with a monthly maintenance fee. Edmunds GovTech is $12,750 up front and an annual fee is $6,500. Supervisor Entwistle stated the upfront fees are always expensive in the beginning. The costs would be split between the two water districts and the sewer district. If anything goes wrong, they can call the company and they take care of it. The other long-term goal is currently some programs are cloud based. The server was replaced 6 months ago. If all the programs were cloud-based, the server could be stored off site and is cheaper. Jeff mentioned the biggest thing is the program is if they property in all three districts they could pay online for all of them together. They should also be able to save postage by sending postcards instead of letters. The town also received discounts from having the Clerk and Codes using one of their programs. Kim asked if there was a company that offered programs for all departments and asked if they checked with other towns to see what they use. Supervisor Entwistle stated Edmunds GovTech is one of them. The readings will come through and issues with leaks can be seen immediately.

• StaR Ambulance: They provide 2/3’s of the ambulance service from Forestport to Woodgate. They have struggled over the last ten years. Steuben, Trenton and Remsen created a district. They reached out to the towns for an additional $7,000.
A motion was made by Councilwoman Abrial and seconded by Councilman Scouten to pay StaR ambulance a onetime donation of $7,000.00.

• Codes Department: Supervisor Entwistle stated he is sad to announce the resignation of Joe Rowlands. The Board is accepting his resignation effective December 31st.

Supervisor Entwistle mentioned Ryan is a NYS certified Code Enforcement Officer and he will be taking over Joe’s duties. Roy Johnson, from the gallery, asked what his duties were, and it was answered certificates of occupancy, reviews of building permits, final plans, fire inspections for businesses and restaurants. Kim, from the gallery asked about Tony and it was answered he is not state Certified yet because he has a Full-time job, he is going to retire from Full time job and do this position into retirement. In the next couple of years, the town will need a Part time codes guy. They do not have a Full Time because of civil service, and they like to keep the positions local.
• Camp Nazareth: They have reached out to the town for the 2025 season. The town’s rates are increasing from $325 to $400.

• Kim, from the gallery, thanked everyone for showing up to the board meeting in the harsh weather. She also mentioned having the board offer workshops on what the town government does. Supervisor Entwistle mentioned her going to the Local Government Day Conference. Kim mentioned having a website that promotes the town. The website has to be its own website with its own domain. Supervisor Entwistle stated when she gets a group together that is interested in doing it, to let him know.
• Laurie asked for an update on a Dollar General. Supervisor Entwistle stated he thought the town could do a moratorium on industrialized business. Laurie also mentioned having a conversation on commercial property being so many feet from residential homes since they do not have zoning. Supervisor Entwistle said the comprehensive plan will finish in July. They would like to take the Comprehensive Master Plan, Site Review Law, Subdivision Law and the survey to create a better land-use regulation document. The plan will concentrate on development. Laurie mentioned neglected properties and asked if you could put a surcharge on new homes built and put that money in a fund to take care of those properties. Discussion took place regarding historical properties.

WATER:
BUCKHORN WATER:
• Curb Valve Issues: Buckhorn has been experiencing curb valve issues. It will most likely be a recurring problem over the years.
SEWER:
• DMR Issues: There were paperwork issues with the DEC, caused by Jim’s retirement and Lucas starting. Lucas has taken care of it.
OLD BUSINESS BOARD:
• Comprehensive Plan Updates: The Comprehensive Plan Committee meeting was well attended. There were great questions and great comments. Those with questions or comments can still email Supervisor Entwistle and the surveys are available with the Town Clerk and in the foyer. They have had a 28% response rate as of now.
• Budget Adoption: Supervisor Entwistle stated there will be no tax increase for the General Fund, Highway tax is going to be .98 cents/1,000, Fire is 89 cents/1,000 and ambulance is a five percent increase.
A motion was made by Councilwoman Abrial and seconded by Councilwoman Verschneider to accept the 2025 budget as presented.

NEW BUSINESS BOARD:
• Ski program: The town is sponsoring the ski program this year, ages 7-17 for children and grandchildren. There will be two beginner days at McCauley that include lessons, lift tickets and rentals. There will be a trip to Gore Mountain for intermediate skiers.
• Hometown Hero Banners: This year there was a problem with the printing company, so the town wasn’t able to do the Hometown hero banner program. Those individuals who paid had the option of getting a refund or keeping it in the next years Program. As of right now there are 30-31 people signed up. If interested, you have until January first to sign up with Supervisor Entwistle. The town will be having O’Connor Printing in Boonville make the banners next year.
• Speed Limit Enforcement Equipment: Supervisor Entwistle mentioned Kim Lambert suggested radar signs on Dustin Road. She has looked into pricing and found mounted ones on a post for $3200. Highway Superintendent, Bill Gardner thought others may want them as well. Supervisor Entwistle is looking for a quote from a couple different models that collect data and speed.
• Year -End Meeting: The meeting will be held December 29th at 8AM.
• Organizational Meeting: The meeting will be held on January 6th at 6:30PM.
• Health Insurance: The retirees are responsible for 10% of the cost of the health insurance. The board would like to eliminate the retirees contribution to health insurance. This will put $600 a year back to the retirees.
A motion was made by Councilwoman Abrial and seconded by Councilwoman Verschneider to eliminate the retirees contribution to the health insurance.

• Health Insurance for current Employees
A motion was made by Councilwoman Verschneider and seconded by Councilwoman Abrial to increase the towns contribution for health insurance from $650.00 a month to $750.00 a month.

 Roy Johnson, from the Gallery asked how many employees and retirees there are. It was answered 6 employees and 5-6 retirees.
NEW BUSINESS PUBLIC:
• Ron Davies, from the Gallery asked why there was a voucher for $1,000 for a dog. It was answered because the dog had to go to the shelter and get neutered or spayed along with shots. Discussion took place.
