CALL TO ORDER:
The meeting was called to order by Supervisor Entwistle at 6:10 P.M.

PUBLIC HEARINGS:
1. NOTICE IS HEREBY GIVEN that the Town Board of the Town of Forestport will be holding a Public Hearing on April 15, 2026, at 6:10 PM at the Forestport Town Hall, 10275 State Route 28, Forestport, NY. The Public Hearing is being held to review and accept public comments on a Statutory Installment Bond Anticipation Note for a 2025 International Truck, in the amount of $132,000.00.

• This is replacing a 2009 plow truck that was supposed to be replaced during covid.
A motion was made by Councilman Addison and seconded by Councilwoman Abrial to close the Public Hearing.

NOTICE IS HEREBY GIVEN that the Town Board of the Town of Forestport will be holding a Public Hearing on April 15, 2026, at 6:20 P.M. at the Forestport Town Hall, 10275 State Route 28, Forestport, NY. The Public Hearing is being held to review and accept public comments regarding the closure of Maple Road from Route 28 to the end of White Lake Inn property on June 6, 2026, from 10:00A.M.- 11:00P.M. for Lightning at White Lake Block Party, August 28, 2026, from 3:00PM-8:00P.M. for the closure of School Street for Old Forestport Days 5k Road Race and for the closure of River Street on August 29, 2026, from 10A.M.-6P.M. for Old Forestport Days.

A motion was made by Councilwoman Abrial and seconded by Councilman Scouten to accept the monthly reports.

NOCCOG: Lisa Bellinger went over monthly announcements.

WATER: Steve and Lucas are getting phone lines hooked up next week.
SEWER:
• WWIP Update: Preconstruction starts next week.
• Survey: The survey needs to be completed for the town to be considered for additional grants.
BUCKHORN:
OLD BUSINESS BOARD:
• North Star Ambulance: The ambulance should be moved in by May 1st and will be here 9am-9pm and if it all goes well, they will be here 24/7 starting in 2027.
• Kitchen: The equipment will be delivered on Tuesday.
• Smart Growth Grant for Site Review Law: The Committee has been formed, and they are just waiting for approval for requests of companies to assist in the process.
• Hometown Heroes: Steve gave an update. March 31st was the deadline. He is extending the rehanging of the banners. Banners will be ready for Memorial Day.
• Cemeteries: Supervisor Entwistle stated after the meeting he had some great conversations and ideas discussed. An option is to have the Part-Time Maintenance worker mow, and the Cemetery reimburse him at his rate. The second option is to have the Part Time maintenance worker mow and the town pay for it. The big concern is the town taking over two cemeteries.
A motion was made by Councilman Addison and seconded by Councilwoman Verschneider to allow the Town of Forestport Maintenance to handle the mowing for Beechwood and Woodgate Cemetery for the 2026 season gratis.

 Kim, from Beechwood Cemetery mentioned two clean up days scheduled.
 Supervisor Entwistle mentioned she has asked the slow pitch players to bag up the cans for the cemetery and Lucas will take care of them.
 The cemeteries have already given the town their certificate of insurance for the mowing.

• Highway Bond: The Highway bond is three years at 4% for $132,000.
A motion was made by Councilman Scouten and seconded by Councilwoman Verschneider to approve the highway bond.

• Road Closures:
A motion was made by Councilman Scouten and seconded by Councilwoman Abrial to approve the road closures for Old Forestport Days and the While Lake Inn Block Party.

• 12188 Woodhull Road: Last month Jim Huss and Anna Hennessey approached the board about purchasing the property that was demolished from the current owners. Supervisor Entwistle stated the town can take payments for a five-year payment plan with no interest to pay back the demolition fees. Councilman Addison stated they would be responsible for any legal fees involved.
• Summer Recreation: This will be held July 7th-August 6th from 9am-12pm Tuesdays-Thursdays at the Forestport Town Hall. Signs ups begin May 6th with the Town Clerk. It is ages 5-13.
• Keypad Installation: A keypad is being installed for building use. There are a lot of keys out and it is a liability and security concern. It will be finished within the next 5-7 days.
• Building Use: The Town Board put a hold on birthday parties at the last Town Board meeting to increase respect for the building, limit liability and ease of Lucas Kafka, the Building Maintenance worker.
o Personal rental Events- not fundraiser options:
A. Leave as is with the $ 50 fee and $50 key deposit
B. Eliminate Birthday parties
C. Increase fee to $100 with a $200 refundable deposit, must own property in Forestport, insurance naming Town of Forestport as insured. The use of a dumpster is $10 additional fee and no kitchen use. Can only be used 1st and 3rd Saturday of the month.
Discussion took place.
A motion was made by Councilman Scouten and seconded by Councilman Abrial to accept option c for building use.

o Pickleball options:
A. Keep arrangements
B. Eliminate use of the gym
C. Sundays the building is closed to any functions, Monday 9:30am-12pm, Tuesday-closed, Wednesday 10am-12pm, Thursday 10am-12pm, Friday 9am-12pm and the 2nd and 4th Saturday of the month 9am-6pm. A small fee to be used to put back into pickleball related needs.
 Discussion took place. The Town Board tabled the discussion and will be sending out a survey regarding availability of the pickleball players.
o Special Events:
Over thirty days, key deposits are forfeited. Supervisor Entwistle is in favor of eliminating intermittent play times. Allow youth practice/sports and fundraisers/ Special events to come through the Town Board for approval were brought up.

NEW BOARD BUSINESS:
• 5k Run/Walk: Tracy Terry, Town Clerk is spearheading this event. It’s the Friday during Old Forestport Days. Trophies, T-shirts, bracelets have been ordered. The fee is $25 and the first 25 to sign up get a free T-shirt. Signing up the date of the race will be $50. There’s a free kids 1-mile Fun run.
• Round Lake Road Bridge Agreement:
A motion was made by Councilman Addison and seconded by Councilwoman Abrial to approve Supplemental Agreement #3.

• Boiler Proposal:
A motion was made by Councilman Addison and seconded by Councilwoman Verschneider to approve the Trojan Energy Systems proposal of $85,980 for the new boiler.

• Codes:
Supervisor Entwistle stated they need to look for a Code Enforcement Officer to sign the papers.
A motion was made by Councilman Scouten and seconded by Councilwoman Abrial to allow supervisor Entwistle put an ad for a Code Enforcement Officer in the paper.

NEW BUSINESS PUBLIC:
• Ron Davies from the Gallery asked what the softball signups were for. It was answered that the town pays for the Little League and Softball for the youth.
 The lights are on at the Woodgate building. Lucas will be turning them off tomorrow.
 There has been a lot of talk about ATV use in Forestport and he wanted to check with the town’s stance. Discussion took place.
 He went over the yearly snowmobile numbers for Trackside Blazers:
Trackside Blazers is ranked #6 out of 220 clubs.
1,030 members and trails were opened December 11, 2025-March 31, 2026. They had a great season.
