PLANNING BOARD MINUTES
February 8, 2023

MEMBERS:
Paul Rejman – Chairman Dave Ultsch
Adam Daktor Tyler Terry

Meeting was called to order at 6:30 pm by Chairman Rejman, with four members present in addition to Town Supervisor Entwistle, Matt Johnson of the Tug Hill Commission, and various members of the community.

The Minutes of the January 11, 2023 were approved on motion by Terry/Daktor

New Business There was none.

Old Business
• The issue of proposed changes/updates to the Variance protocol was discussed.
o in the past Five years there have been only six (6) requests for road frontage variances.

o Matt Johnson of the Tug Hill Commission reiterated that Planning Boards’ procedure is to review and make recommendations for variances, and send it to a Board of Appeals for action.

He suggested:
 Amending the Site Plan Review Law by mapping different districts with different rules for frontage and lot sizes (only) according to the way the Town has developed. i.e. outlying districts versus cluster divisions.

 Creation of a separate 3-person Board of Appeals (this will be brought before the Town Board) Tug Hill Commission would offer training to such a Board.

o Because the Town’s Comprehensive Plan is being revamped, it was decided to table this issue at the Planning Board level for the time being: Ultsch/Daktor

General Discussion There was none

The Board adjourned to Executive Session at 7:15 to discuss a personnel matter.
Upon their return at 7:40, there being no more matters brought before the Board, the meeting was adjourned at 7:44 pm. Daktor/Ultsch

Next meeting is scheduled for March 8, 2023
