Town Board Meeting Minutes – 01/19/2022

CALL TO ORDER:
The meeting was called to order at 6:37 PM by Supervisor Entwistle.

ABSTRACTS:
GENERAL:

A motion was made by Councilwoman Kardash and seconded by Councilwoman Abrial to pay Abstract #1, Vouchers #1- #63 in the amount of $50,113.74.

OLD BUSINESS BOARD
Grants the Town was awarded:

  • 1 million for the Sewer upgrade
  • 1.15 million was received by the Bridge NY foundation to redo the Round Lake Road Bridge.
  • The Town has applied for a small grant with Apex Solar for a permanent yoga studio for the community. There are currently 3 yoga teachers utilizing the building.
  • $30,600 was received to amend the Master Community Plan. The money is earmarked for the Town Board, Planning Board, APA, DEC, TugHill Planning Commission, community members and the County Planning to see where they vision the Town will be in twenty years. Examples: industrial, air bnb, or commercialized. The Master Plan is a tool the Planning Board and Town Board can use to consider the characteristics and moral of the community when new businesses are brought before them.

Trail Counters for Trackside Blazers: The cost is $2,300 for three counters. Supervisor Entwistle stated the counters are beneficial to the town because they give valuable data that can be used when they apply for grants. Trackside Blazers will purchase the counters and the town will reimburse them.

A motion was made by Councilwoman Verschneider and seconded by Councilman Scouten to approve the purchase of the counters.

Senior Recreation: The Town hosted a senior ski day January 5th. Another Senior ski day is scheduled for this Sunday. A meeting is scheduled for February 2, 2022, at 1pm at the Forestport Town Hall for Seniors and the Town Board to go over expectations for the program.

Ski program: Supervisor Entwistle stated the beginner ski day at McCauley was an enjoyable time even though the weather was not too good. There are 25 people signed up for the Gore trip.

Reappointment:
A motion was made by Councilwoman Kardash and seconded by Councilwoman Abrial to reappoint Dave Ultsch to the Planning Board.

E-Z Pass: Supervisor Entwistle stated Tracy Terry, the Town Clerk has researched the possibility of selling E-Z Passes.

A motion was made by Councilman Scouten and seconded by Councilwoman Abrial to accept the resolution allowing the Town Clerk to sell E-Z Pass.

Passing Zone: Starting in the Spring of 2022, the northbound passing zone near the Dog Obedience on Rte. 28 will be closed due to complaints.

Quarry: Supervisor Entwistle stated last Friday, the Adirondack Park Agency approved Mr. Sunderlin’s White Lake Quarry application. The DEC is following with their permit. The permit with conditions can be found on the APA and the DEC websites. The Town of Forestport does not regulate mining and the town Board and Planning Board have no jurisdiction over the mining operations that will take place. The APA and the DEC will be monitoring the site and do random check ins. The Planning Board is responsible for approving a new business for a change in use. The town hears concerns but can do nothing in regard to the mining. The only thing the Town has jurisdiction over is signage, parking, the road because it is a town road and they have limited input on truck usage and hours of operation. The town will be discussing the intersection of Route 28 and Quarry Road with the DOT. The next step would be Mr. Sunderlin going to the Planning Board to schedule a Public Hearing. The Planning Board will let him know what they are looking for. The Town road is 0.3 miles.

Ron Davies, President of Trackside Blazers stated they are just getting into the season, but things are looking really well between them and the Highway Department.
